MANUEL: BUDGET SPEECH 1999

The Medium Term Budget Policy Statement which we tabled in Parliament on 2 November 1998 set out the macroeconomic context, fiscal policy goals and the budget framework. The South African Revenue Service (SARS) has had considerable success in broadening the tax base and combating tax evasion. Consistent with the framework set out in the 1998 Medium Term Budget Policy Statement, our budget deficit will be 3,5 per cent in 1999, coming down to 3 per cent in 2000 and 2001. That was whether the military would show loyalty and commitment to democratic change, and whether we would be able to unite former adversarial forces into a unified defence force. MAHARAJ: TRANSPORT BUDGET VOTE, NATIONAL ASSEMBLY

The first assumption we questioned as we tackled transformation in the national Department of Transport was the role of government in transport and the institutions that were created to fulfill these functions. The national Department of Transport is today an organisation of 250 people clearly focussed on transport policy development, strategic planning and implementation, and regulation and safety. Last year we established four agencies: the Civil Aviation Authority, the Cross-Border ... [highlighted result]

Over the past year, the Secretariat of GCIS has started, at a breathless pace, to transform government communications into an integrated system. ASMAL: WATER AFFAIRS & FORESTRY BUDGET VOTE

It is not government which is exporting crates of South Africa's Bambamanzi pre-paid water meters to clients across the world; it is not government which has established Water South Africa to co-ordinate the marketing of our water expertise abroad. South Africa's two major international water projects, Lesotho and the Komati River Development, continue to progress well. [highlighted result]
